Looks to be over the line to me. The guy is spread eagle on the ground, arms out stretched, and I don't see any weapons.
It's like everything else, though. For every one bad example we get, there are a 1000 good ones.

Wow. Too much. Most cops are good guys, and maybe this guy just let his adreniline get the best of him, but that's just not right!
