I would love to know who the people are who write these bills. They must be very smart and have very boring lives.
A friend of mine almost went insane writing his dissertation for his Ph.D.. These things may be even worse.

My guess is very few Senators and Congressmen read the bills they vote on. Most likely each party have a team of attorneys who break the bills up into parts and each attorney studies their part and they then they report their findings back to the Senators and Congressmen in their party.
